Continue to carry out the centralized procurement of high-value medical consumables organized by the state. On the basis of summarizing the successful experience of centralized drug procurement, fully absorbing local good practices and combining the characteristics of high-value medical consumables, the state organizes centralized procurement of coronary stents. The price of the selected products dropped from 13,000 yuan to about 700 yuan, which greatly squeezed out the water in the intermediate links and significantly reduced the burden on patients. Patients across the country have already used the reduced-price products in January 2021. At present, the procurement progress is in line with expectations, and the supply of selected brackets is stable.
At present, the centralized procurement of medical consumables for artificial joints has been started, and preliminary preparations are being actively prepared. In June 2020, the National Medical Insurance Administration, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Finance, issued the "Guiding Opinions on the Development of the Centralized Procurement and Use of High-Value Medical Consumables for National Organizations". Organize the centralized procurement of high-value medical consumables to provide overall specifications and requirements.
What needs special attention is that the National Medical Insurance Bureau pointed out that it will guide and promote local centralized procurement of medical consumables. Alliance procurement is an efficient organizational system, which is conducive to communication between regions, promotes problem solving, and turns local experience into system-wide wisdom, and then into overall governance efficiency. At present, all provinces have carried out centralized procurement of medical consumables in the form of independent or alliances, covering medical consumables such as guide wires, orthopedic trauma, staplers, patches, films, coronary balloons, and intraocular lenses.
At the same time, the National Medical Insurance Administration pointed out that in order to speed up the formation of a unified national medical consumable classification and coding standard, and further expand the application of unique medical device identification in medical care, medical insurance and other fields, the National Medical Insurance Administration cooperated with the National Health Commission and the Food and Drug Administration to jointly issue The "Announcement on Deepening the Pilot Program and Doing a Good Job in the Implementation of the First Batch of Unique Identification of Medical Devices." In accordance with the relevant requirements of the announcement, starting from January 2021, the organization will organize and carry out the implementation of unique identification of 69 varieties in 9 categories, and relevant departments will focus on promoting the application of unique identification of medical devices in the registration, procurement, use and other links.
At present, the second batch of medical device unique identification implementation varieties and related requirements have been studied and determined, and the implementation of medical device unique identification has been gradually promoted.
At the payment level, the "Guiding Opinions on Carrying out the Centralized Procurement and Use of High-Value Medical Consumables by National Organizations" clarified that "For the centralized procurement of high-value medical consumables within the scope of medical insurance payment, the medical insurance payment standard for selected products is determined according to the selected price, and the non-selected The medical insurance payment standard of the product is not higher than the highest selected price of the product of the same category and similar function", the medical insurance payment standard is coordinated, and the online price, medical insurance payment standard and reimbursement ratio are set reasonably to avoid the increase of patient's expense burden.

In the next step, the centralized procurement of high-value medical consumables will be promoted at the national and local levels. Continuously sum up experience, carefully organize the "one product, one policy" based on the characteristics of consumables, focus on including some high-value medical consumables with large clinical usage and high purchase amount into the centralized procurement, and gradually expand the scope of procurement to reduce the burden of medical treatment.
Today, in the letter in response to Proposal No. 1849 (Medical Sports No. 100), the National Medical Insurance Administration stated that it will formulate reasonable rules for the centralized procurement of medical consumables, comprehensively consider product quality and efficacy, and guide enterprises in orderly competition.
